International School of Protocol & Diplomacy ISPD was established by a resolution issued by the Diplomatic Council in the 3rd session at the headquarters of the General Secretariat of the European Commission for External Relations and General Commissioner for Diplomatic Club of the European Union which approved the institution as an academic entity and acknowledged its objectives.The Institute aims to develop diplomatic work and set standards and rules in accordance with international law and the merits of diplomatic work within the European Union.
It applies the rules of protocol and high-level international relations through experts and diplomats accredited by European Foreign Affairs Council
Introduction:
International community was changed from traditional diplomacy, prevailed in times when the international decisions were made by a limited range of major international powers in particular the European powers [1], to a multilateral diplomacy as a powerful component in addition to traditional political units.
International organizations contributed significantly to the rise of the concept of negotiations while settling the international conflicts, embedded in the League of Nations, but the results were poor that is why the world rapidly returned to a second world war.
International organization can be defined as an institution or body established by a group of countries under a charter contains its legal identity, shows its goals and refers to the structures that achieve these goals. [2]
The diplomatic role of international organizations evolved, especially following the emergence of the United Nations that worked hard to address the international crises by a multilateral diplomatic measure.
There is a need to study the international organization diplomatic concept to consider the development of international system, the nature of diplomatic immunities and privileges given to international organizations and the mechanism of diplomatic treatment of international issues.
International organization undertakes its role based on the common will of the countries and the achievement of joint action. International organization legal identity is the main determinant of the effectiveness of international organizations. Besides the legal identity, public and private charters, laws and legislation are considered sources for all immunities and privileges granted to international organizations.
Consequently, to which extent the diplomatic immunities and privileges of international organizations contributed to crystallization of real diplomacy in the international system?
To analyze this issue, it is necessary to have:
- Descriptive analytical approach: to describe the work of international organizations and analyze the data related to diplomacy and international organizations.
- Legal approach: to present the international conventions and legal rules governing the international organizations.
